Mr. Barham has multiple roles in the SCS family of companies. He serves as Senior Vice President and General Counsel to SCS Engineers and all subsidiaries and affiliates. In his role as General Counsel, Mr. Barham is the chief legal officer overseeing the Company’s legal activities including: litigation management, mergers and acquisitions, contract preparation, review and negotiations, licensing, employment issues, and general legal support of corporate operations (operational strategy, risk management, etc.). As a member of SCS’ Executive Committee, Mr. Barham is one of a group of company leaders whose role is to determine operational policies and make key decisions implementing the company’s strategic plan. As a member of the Board of Directors and the company’s Strategic Planning Committee, Mr. Barham helps determine the company’s strategic goals and plan for the future.
Mr. Barham also has a line management role, directing the Field Services Construction Division of SCS Engineers. SCS Field Services is a national contractor specializing in the construction of environmental systems. Mr. Barham has overseen the firm’s expansion into the design-build market, successfully integrating engineering and construction services in a single entity delivery model.
Prior to joining SCS, Mr. Barham practiced law with the Arent, Fox law firm in Washington, D.C. As an attorney in the firm’s construction/government contracts group, Mr. Barham’s practice focused on all aspects of commercial and public contracts including: drafting and negotiating contracts, subcontracts, teaming agreements, joint venture agreements, license agreements and other related documents, counseling on contract formation and performance issues, claim preparation and negotiation, bid protests, arbitration, mediation, and litigation in federal and state courts and federal government boards of contract appeals.
Mr. Barham began his career as a project engineer with the Whiting Turner Contracting Company. Responsibilities required involvement in the construction process from design development through project delivery, including responsibility for estimating, bidding, scheduling, field management of contractors, quality control, change order processing and negotiation and shop drawing review. Projects included two hospitals, a medical laboratory and a medical school.
