Biography

Dr. O’Connell is a co-founder and president of O’Connell & Lawrence, Inc. His firm specializes in providing construction consulting, project management, scheduling, claims analysis and preparation, civil engineering, construction inspection, constructibility review, and surveying services.

Dr. O’Connell is a court and board recognized expert in engineering, CPM scheduling, construction scheduling, delay analysis, and construction productivity. He specializes in the use of computer software to produce as-built schedules and to analyze CPM schedule updates. Dr. O’Connell recently served on the task force that developed the new CPM scheduling specification for the Maryland State Highway Administration. He has performed schedule analyses on some of the largest construction claims in the United States. His testifying experience includes deposition testimony and court and board testimony.

Dr. O’Connell is a registered professional engineer with expertise in construction claims and has broad experience in the construction industry as a designer, project manager, and academician. His “hands-on” construction experience includes a wide range of both private and governmental/public works projects. He has served as the testifying expert witness in construction litigation involving building projects, highway projects, and heavy civil projects.

Dr. O’Connell’s academic background includes both research and teaching civil engineering and construction engineering and management. Most recently, he has taught at the University of Maryland and at The Catholic University of America. In addition to his formal education, he has attended and taught many advanced courses on CPM scheduling, claims analysis, and schedule analysis. Dr. O’Connell has served as the lead instructor for numerous seminars on CPM scheduling, construction management, and claims analysis.
